Who we are
The Foundation for the Promotion of Inclusion and Participation was established by Sinti and Roma on 25 October 2012. The foundation is named after Hildegard Lagrenne (1921-2007), who shaped the civil rights movement of German Sinti and Roma. Throughout her life, she fought for equal access to education and against racism against Sinti and Roma.
The HLS aims to improve the educational opportunities of Sinti and Roma, especially children and young people, in Germany by promoting education and combating discrimination. The foundation promotes international understanding, intercultural and democratic learning, anti-discrimination and political education.
What we offer
We offer consultations digitally, by phone and on site at the weact office in Mannheim. It is also possible to come to a place of your choice. Our main task is to promote the education, integration and participation of Sinti and Roma in Germany. We therefore focus our counselling on members of this minority. However, our counselling is open to all people who have experienced racism.

Carmen Montes Izquierdo
Carmen Montes Izquierdo studied Philosophy and Hispanic Studies in Berlin, where she also completed a Master’s degree in Latin American Studies. During her studies she focused on gender studies and the critique of colonialism. She has been working at the Hildegard Lagrenne Foundation in Mannheim since May 2023.

Ulrike Wischnewski
Ulrike Wischnewski studied Near Eastern archaeology. After graduating, she worked as an archaeologist and in museum education. She has led tours and workshops on labour and migration, integration and sport, and the labour movement. In her spare time she has been involved in politics and refugee initiatives. She joined the Hildegard Lagrenne Foundation in June 2023.

Co-operation with the Goethe Institute Mannheim
In cooperation with the Goethe-Institut Mannheim, the weact counselling centre at the Hildegard Lagrenne Foundation in Mannheim offers an online counselling session for people who have experienced racism every last Thursday of the month from 14:00 to 16:00.
The weak contact and advice centre is aimed at people who have experienced racism and discrimination. We want to support them by providing low-threshold counselling services to help them deal with their experiences of racism and to strengthen their capacity to act through systemic support.
Counselling sessions last between 45 and 60 minutes, depending on the number of participants. Counselling sessions are available in English, French, German, Spanish and Portuguese. Our counselling is power-critical, intersectional, supportive and trusting. Participation is free of charge.
Counselling concerns
– Racism in everyday life, e.g. in leisure, sports, shops, …
– Institutional and structural racism, e.g. in education, health care, employment, housing, immigration, police, …

The Goethe-Institut project is co-funded by the Asylum, Migration and Integration Fund (AMIF) and is aimed at third-country nationals in Germany and those about to enter Germany. It does not target refugees.

On 27 February 2025, in cooperation with the Goethe-Institut Mannheim, we will offer our online consultation hour for people who have experienced racism from 14:00 to 16:00.
During the consultation you will have the opportunity to talk to the weact team about your experiences of racism*. Possible solutions can be discussed together. Each individual counselling session lasts approximately 45 minutes. Counselling sessions are available in English, French, German, Spanish and Portuguese. Our counselling is power-critical, intersectional, supportive and trusting. Participation is free of charge.
